The Daily Express says Chelsea are the favourites to sign Haaland, according to reports, with Abramovich willing to stretch the Stamford Bridge budget to land the Dortmund forward.
The latest bid could see Tammy Abraham added to the deal as a make-weight, with the England striker out of favour with Chelsea manager Thomas Tuchel.
And Haaland is believed to be open to a move to the European Champions.
